Abstract: Under the background of the national “double carbon” strategic goal and ecological civilization construction, the traditional coal mining is facing with trouble including surface ecological environment damage, groundwater resource destruction, and associated mineral resource waste. In the future, the pattern that coal is the main energy will not change in China. The coal mining industry is facing with the dilemma solving the contradiction between the role of “double carbon” in coal demand and the environmental problems of coal mining, and the development of green low-carbon coal mining new quality productive forces driven by scientific and technological innovation is an effective way to solve the contradiction. In this context, the CHN Energy has explored the connotation of new quality productive forces of green low-carbon coal mining in practice. The connotation is driven by technology and concept innovation, and let it to achieve a substantial improvement in all aspects of coal mining and total factor productivity, expand the scope of labor objects, and promote the transformation of traditional coal mining industry into a new coal mining industry. It has the characteristics of high quality, high efficiency, green and low-carbon. In the practice of green low-carbon coal mining new quality productive forces development, the CHN Energy adopted technological and conceptual innovation means to solve the problems existing in the traditional coal mining industry. And the CHN Energy has proposed three innovative technical systems including the integrated green development of coal and associated ores, ecological protection-oriented coal mining. These initiatives have improved the total factor productivity of the coal mining, formed new methods and new models for coal extraction, facilitated transformation and upgrading of the traditional coal mining industry, and led to the development of several national and provincial demonstration projects for green, low-carbon mining. A series of emerging green industries around the “production, storage, purification and utilization” of coal mine groundwater have been further developed, and new quality productive forces of green low-carbon coal mining has been developed.
