阿根廷主要矿产资源勘查开发与合作前景分析

    Analysis on exploration and development of major mineral resources and cooperation prospect in Argentina

    • 摘要: 阿根廷战略性矿产资源丰富,尤其是锂、铜、金、银等优势矿产具有集中分布于西部地区的特点,该地区是安第斯成矿带的重要组成部分,成矿地质条件优越,是中资企业境外矿业投资合作的主要选区之一。开展阿根廷锂、铜、金、银等矿产资源的勘查开发现状和矿业政策研究,对中资企业在阿根廷进行矿业投资具有重要的参考价值。研究结果表明:①2015年以来,阿根廷固体矿产勘查投入触底反弹并保持较大幅度增长,其中90%以上集中投向锂、铜、金、银等优势矿产,2025年勘查投入4.308亿美元,居全球第7位、南美地区第3位,以初级勘查公司投入为主,集中投向高级勘查与可行性研究;②锂、金、银等矿产开发活跃,锂产量(LCE)增长迅速并于2025年达到13.81万t,居全球第3位,唯一在产铜矿项目虽短期因环境问题停产,但未来铜矿开发潜力巨大,仅西北部9个铜矿项目年设计产能达130万t;③阿根廷矿业管理职能由联邦政府和省级政府共同实施,涉矿法律法规经修订完善后,矿业税费较低,矿业投资环境持续向好;④通过矿业政策调整,阿根廷政府初步实现了锂产量大幅跃升的目标,并将继续推动锂全产业链本土化发展。展望未来,建议中资企业统筹锂产业链上下游布局,与第三方矿业公司和阿根廷本土矿业公司合作,积极投资锂产业链下游业务,并及时关注矿业政策调整动向,维护自身合法权益。

       

      Abstract: Argentina is one of the main regions for Chinese enterprises conducting international mining investment cooperation, owing to its favorable geological conditions for mineralization and abundant strategic mineral resources. Major mineral resources such as lithium, copper, gold, and silver are concentrated in Western Argentina, which forms an important part of the Andean Metallogenic Belt. Research on exploration, development, and mining policy is of great significance for deepening future bilateral mining investment cooperation between China and Argentina. The findings show that investment in solid mineral exploration—over 90% of which is directed toward lithium, copper, gold, and silver—has rebounded from a low point and has maintained significant growth since 2015. In 2025, mineral exploration investment reaches 430.8 million, ranking 7th globally and 3rd in South America. This investment is primarily made by junior exploration companies and focuses on late-stage and feasibility projects. The development of lithium, gold, and silver remains active, and lithium output has grown rapidly since 2015. Lithium carbonate equivalent (LCE) production reaches 138 100 tons, ranking 3rd globally. Although the only copper project in production has been shut down due to environmental issues, Argentina shows great potential for future copper development, with nine copper projects in the northwest having a combined annual design capacity of 1.3 million tons. Mining management functions are jointly carried out by the federal government and provincial governments. The mining investment environment continues to improve, with low mining taxes and recent revisions to mining-related laws and regulations. Through these policy adjustments, the Argentine government has initially achieved its goal of significantly increasing lithium production and continues to promote the localized development of the entire lithium industry chain. Chinese enterprises should coordinate upstream and downstream in the lithium industry chain, cooperate with third-party and local Argentine mining companies, and actively invest in downstream lithium businesses. At the same time, they should pay close attention to trends in mining policy adjustments to safeguard their legitimate rights and interests.
