    • 摘要: 开展战略性矿产资源开发利用研究,是为制定战略性矿产资源发展战略,提高矿产资源开发利用水平,保障国家矿产资源安全提供战略参考。本文在全面收集国内外战略性矿产资源开发利用研究成果的基础上,采用文献阅读和系统分析的方法,对战略性矿产资源研究的历史、概念及厘定方法,战略性矿产资源的勘查和潜力评价,战略性矿产资源的开发利用,战略性矿产资源的管理和政策法规,信息化技术在战略性矿产资源开发利用中的应用进行了全面、系统的论述,指出战略性矿产资源的评价方法从定性走向定量,战略性矿产资源清单不断丰富;战略性矿产资源成矿理论、找矿方法、勘查技术不断完善,资源潜力评价逐渐形成理论方法体系,但有必要从战略性新兴产业的角度对矿产资源潜力进行补充性评价;矿产资源绿色勘查,综合利用,绿色、高效、智能化开采技术不断发展,矿产资源开发利用效率和综合开发利用水平不断提升,开采和选冶加工技术水平不断提高,矿业正朝着资源安全、生态安全的高质量方向发展;高度重视矿区生态修复,发布实施了一系列政策措施,矿山生态修复成效显著;战略性矿产资源管理政策不断完善,新修订了《矿产资源法》,对矿产资源保护和勘查、开发利用,矿业用地,以及生态修复等作了规定,从法律上构建了全面系统的矿产资源安全保障体系。信息化技术在资源开发利用和资源管理中发挥重要作用,大数据技术在智能勘探与开发、监测与预警、资源评价、决策支持等方面得到具体应用。本文对未来战略性矿产资源开发利用趋势进行了展望,包括战略性矿产目录更新机制、勘查和储备、产业链供应链全面协调、科技创新和应用等方面。一是战略性矿产清单调整要加大频率,战略性矿产资源战略和政策力度会加大;二是战略性矿产资源勘查开发会进一步加强,新一轮找矿突破战略行动将取得重要进展;三是长链补链措施并举,战略性矿产资源产业链供应链安全保障能力将提升;四是应对绿色低碳转型和生态文明建设要求,科技创新将会得到重视,绿色、低碳、智能化开发利用水平进一步提高。

       

      Abstract: Research on the development and utilization of strategic mineral resources is to provide strategic reference for formulating strategic mineral resource development strategies, improving the level of development and utilization of mineral resource, and ensuring national mineral resource security. On the basis of comprehensively collecting research results on the development and utilization of strategic mineral resources at home and abroad, this paper adopts the methods of literature reading and systematic analysis to comprehensively and systematically discuss the history, concepts, and determination methods of strategic mineral resource research, exploration and potential evaluation of strategic mineral resources, development and utilization of strategic mineral resources, management and policy regulations of strategic mineral resources, and the application of information technology in the development and utilization of strategic mineral resources. It points out that the evaluation methods of strategic mineral resources have moved from qualitative to quantitative, and the list of strategic mineral resources continues to enrich. The theory of strategic mineral resource mineralization, prospecting methods, and exploration techniques are constantly improving, and the evaluation of resource potential is gradually forming a theoretical and methodological system. However, it is necessary to supplement the evaluation of mineral resource potential from the perspective of strategic emerging industries. The green exploration, comprehensive utilization, green, efficient, and intelligent mining technology of mineral resources is constantly developing, and the efficiency and comprehensive development and utilization level of mineral resources are constantly improving. The level of mining and metallurgical processing technology is constantly improving, and the mining industry is developing towards high-quality direction of resource security and ecological security. The ecological restoration of mining areas has been valued a great importance and a series of policy measures have been implemented, resulting in significant achievements in the ecological restoration of mines. The policies for strategic mineral resource management have been continuously improved, and the Mineral Resources Law has been revised to provide regulations for the protection, exploration, development, utilization, mining land use, and ecological restoration of mineral resources. A comprehensive and systematic mineral resource security guarantee system has been legally established. Information technology plays an important role in resource development, utilization, and management. Big data technology has been specifically applied in intelligent exploration and development, monitoring and early warning, resource evaluation, and decision support. This paper provides an outlook on the future trends in the development and utilization of strategic mineral resources, including the mechanism for updating the strategic mineral catalog, exploration and reserves, comprehensive coordination of the industrial and supply chains, technological innovation, and applications. Firstly, it is to increase the frequency of adjustments to the strategic mineral list, and the strategic and policy efforts for strategic mineral resources will be strengthened. Secondly, the exploration and development of strategic mineral resources will be further strengthened, and significant progress will be made in the new round of breakthrough strategic actions for mineral exploration. Thirdly, measures will be taken simultaneously to supplement the long chain, and the security guarantee capability of the strategic mineral resources industry chain and supply chain will be enhanced. Fourthly, in response to the requirements of green and low-carbon transformation and ecological civilization construction, technological innovation will be valued, and the level of green, low-carbon and intelligent development and utilization will be further improved.
