煤炭供应链稳定性驱动区域协同发展创新路径研究:以中国-中亚五国为例

    Research on innovative pathways for regional collaborative development driven by coal supply chain stability: the case of China and the Five Central Asian Countries

    • 摘要: 在“双碳”目标与全球地缘能源格局重构双重背景下,跨境煤炭供应链稳定成为中国-中亚能源合作与区域经济协同发展的关键核心问题。本文基于资源禀赋理论与制度协同视角,构建“资源禀赋-生产能力-物流基础设施-经济环境”四维评价体系,选取2020—2024年中亚五国面板数据,采用熵权TOPSIS模型测算煤炭供应链稳定性,并通过分析时空演变特征探究其发展趋势。研究结果表明,中亚煤炭供应链稳定性存在显著“北强南弱”的空间异质性,哈萨克斯坦依托优质资源与完善基建稳居领先地位,中亚南部三国则受产能不足、基础设施滞后等因素制约,供应链稳定性偏弱。资源储量与煤炭产能是核心驱动指标,权重占比超三分之一,对区域煤炭贸易规模与能源安全具有决定性作用。“一带一路”倡议协同与基建联通可正向调节供应链韧性,有效提升区域贸易依存度与产业关联区域经济协同发展水平。据此提出差异化合作方案需深化与哈萨克斯坦全产业链合作,助力乌兹别克斯坦等南部国家产能与物流体系升级;依托数字孪生与清洁煤技术打造绿色智慧供应链,搭建常态化能源治理对话机制。研究成果可为筑牢中国-中亚能源安全屏障、推动区域产业融合与绿色协同发展提供量化参考与战略支撑。

       

      Abstract: Under the background of the dual carbon goal and the global reshaping of the energy landscape, the stability of the cross-border coal supply chain has become a key core issue for China-Central Asia energy cooperation and regional economic synergy development. Based on the resource endowment theory and the perspective of institutional synergy, this paper constructs a four-dimensional evaluation system of “resource endowment - production capacity - logistics infrastructure - economic environment”. It selects the panel data of the five Central Asian countries from 2020 to 2024, and uses the entropy weight TOPSIS model to calculate the stability of the coal supply chain. Moreover, by analyzing the spatio-temporal evolution characteristics, it explores the development trend of the coal supply chain. The research shows that the stability of the Central Asian coal supply chain exhibits significant spatial heterogeneity with “strong in the north and weak in the south”. Kazakhstan, relying on high-quality resources and complete infrastructure, maintains a leading position. The three southern Central Asian countries are constrained by insufficient production capacity and lagging infrastructure, and the stability of the supply chain is relatively weak. Resource reserves and coal production capacity are core driving indicators, accounting for more than one-third of the weight, and have a decisive role in regional coal trade scale and energy security. The policy synergy of the Belt and Road Initiative and infrastructure connectivity can positively regulate supply chain resilience and effectively enhance regional trade dependence and the level of regional economic synergy in industrial association. Based on this, differentiated cooperation plans should deepen the all-chain cooperation with Kazakhstan to help southern countries such as Uzbekistan upgrade their production capacity and logistics system; rely on digital twins and clean coal technology to build a green and intelligent supply chain, and establish a regular energy governance dialogue mechanism. The research results can provide quantitative references and strategic support for strengthening the energy security barrier of China-Central Asia, promoting regional industrial integration and green synergy development.
