Abstract:
The newly revised
Mineral Resources Law of the People’s Republic of China came into force on July 1, 2025, clearly incorporating green mine construction and intelligent transformation into the legal framework. Green mine construction has been included in the scope of legal encouragement and support, and intelligent technology is reshaping the mineral resources development mode. The research systematically combs the policy evolution and practical effect of green mine construction in China, analyzes the development and utilization technology system and typical practice of intelligent enabling, and summarizes the integrated development experience of Sweden, Germany, Chile and other countries, and puts forward the collaborative development path of intelligent enabling green mine construction from three dimensions of system, technology and path. The research results show that: firstly, remarkable results have been achieved in the construction of green mines, but the deep integration of green mines and intelligent mines is in a critical breakthrough period. In the process of integration, outstanding bottlenecks such as incompatible standards, isolated data islands, unclear paths and lack of compound talents are still faced. Secondly, the essence of intelligent enabling green mines is the systematic coordination of “institution-technology-equipment”. Sweden’s mine life cycle system model, Germany’s intelligent-driven safety and sustainability model, and Chile’s transport-electrification and new energy-microgrid coordination model provide useful references for China’s classified policies and step-by-step promotion. Thirdly, establishing a “institution-technology-path” three-dimensional spiral synergistic framework serves as the systematic pathway for intelligent empowerment of green mine construction. China should prioritize the combination of the three international models in the sequence of “risk prevention→carbon reduction→system integration” based on the three-dimensional principle of “constraint intensity-benefit verifiability-basic capacity”, and develop a three-tier target system comprising “mandatory baseline-incentivized efficiency improvement-leading innovation”. The core essence of the three-dimensional path lies in “standard guidance, data empowerment, and equipment autonomy”, with the three elements forming dynamic coupling through feedback loops, enabling the transition from static policy design to a continuously iterative dynamic process. The research aims to provide theoretical reference for solving the dilemma of “two separate tracks” between green mine and intelligent mine construction, and to provide practical guidance for promoting the construction of intelligent green mine.
