Abstract: In this paper, according to the viewpoint of eco-economic-social harmonious developrnent,in consideration of mining area regarded as a community. These problems about reasonable exploitation, uti-lization and protection of mineral resources, and others such as land, water, atmosphere, surface, labour force, civilization history, village and towns, society, ect' described' Finally, the relevant countermeasures are suggested.
