工程建设项目剥离的稀土综合回收利用问题探究

    The study of rare earths' comprehensive recycling in constructed or constructing projects

    • 摘要: 目前在南方部分省区,一些工程建设项目中剥离产生大量离子型稀土资源,因政策等原因不能及时抢救,造成稀土资源的巨大浪费。如何采取有效措施保护和综合利用稀土资源,是我们亟待解决的重要问题。本文从工程建设项目剥离稀土矿的现状入手,阐述了近年工程建设项目中剥离稀土的有关情况,梳理了工程建设项目中剥离稀土的回收利用技术问题,环境问题,矿地关系问题,监管问题及资源浪费等一系列问题,探讨提出了加强稀土规划,优化开采工艺,加强环保措施,规范回收利用,加强区域联动,实施大集团战略,完善审批机制,简政放权等相关建议。

       

      Abstract: In some south provinces,a large amount of ionic rare earth resources were found in a number of constructing projects. Because of our imperfect policies and other reasons,some ionic rare earth resource can't be used timely,resulting in a huge waste of rare earth resource. How to take effective measures to protect and comprehensive utilization of rare earth resources,is an important issue that we should solve. The article starts with the stripped mines in the current situation of constructing projects,and it expounds the constructing projects in recent years about the relevant situations of the stripped rare earths,combed the construction projects of rare earth recycling technology,the environment problems,mines relationship issues,regulatory issues,and a series of problems such as resource waste. Relevant discussion is put forward to strengthen the rare earth planning, optimization of production process,strengthen the environmental protection measures,standardized recycling, strengthen regional linkage,implement the strategy of large group,improve the mechanism of examination and approval,and decentralization and related suggestions.
