Abstract: With disadvantages such as unclear responsibility,lack of competition,poor efficiency and low economic benefit,the old mode built up in the stage of planned economy for development of coal mines becomes day by day unapplicable in the new stage of market economy.The paper analyses several possibilities of reforming the old mode and comes to the conclusion that the configuration of “incorporation”conforming to international organizational rules is the ideal mode in the future to develop state owned coal mines in China.
