Abstract: Under the new situation,land and resources administrative reconsideration should adhere to the unity of political popular and the nomocracy.Adhering to political should properly handle the relationship between policy and law,the relationship between administration according to law and innovation,and the relationship between individual justice and social justice; adhering to the popula should properly handle the relationship between administrative supervision and maintenance of the rights and interests,the relationship between administration and public participation,and the relationship between legitimacy examination and rationality examination;adhering to the nomocracy should properly handle the relationship between procedural justice and entity justice,the relationship between trial and mediation,and the relationship between legal effect and social effect.
