Study on current situation and policy of closed coal mine resources development and utilization

This paper briefly analyzes the current situation of development and utilization of closed coal mine resources at home and abroad.Among them, the development and utilization of closed coal mine resources in foreign countries starts early with abundant achievements, and sound relevant policies, laws and regulations; the development and utilization of closed coal mine resources in China is in the preliminary stage, with weak basic research, single mode and small scale.This paper systematically summarizes China’s coal mine closure policies and relevant laws and regulations.From the perspective of the relevant policies issued over the years, China’s support for closed coal mine closure is increasing year by year.This paper discusses various problems existing in the closure of closed coal mine in China, and suggests to formulate relevant policies from five aspects, such as the closure standard of coal mine, employee placement, fund subsidy system, resource evaluation standard system, data management and archiving, so as to promote the steady exploitation and utilization of the closure of coal mine resources in China.
