    Research on green and low-carbon development path of resource-based cities under the constraint of “double carbon” goal

    • Resource-based cities are important energy security bases in China.With the determination of the “double carbon” goal, resource-based cities at the level of relatively high carbon and high carbon development are facing the dual pressure of economic transformation and green and low-carbon.Therefore, it is of great significance to explore how resource-based cities construct green and low-carbon development path under the constraint of the “double carbon” goal.This paper analyzes the green and low-carbon development status of different types of resource-based cities under the constraint of the “double carbon” goal, and sorts out the green and low-carbon experience of successful transformation cases of foreign resource-based cities.By means of comparative study, summary and reference of domestic and foreign experience, points out that growth cities from Houston to industrial chain extension and intensive development, diversification of mature cities to learn from Baku to foster new dominant industry, recession city from Kyushu rely on government aid guide low-carbon industry implant and regeneration of cities from Birmingham to foster the resources industry leading to low carbon innovation and development of different paths.On this basis, the classified green and low-carbon development path of domestic resource-based cities is proposed to encourage the low-carbon development of the industrial chain of growing cities, to guide the diversified low-carbon development of mature cities, to support the low-carbon transformation of declining cities and promote the low-carbon innovation-led development of renewable cities.It provides theoretical reference for government decision-making of resource-based cities facing the restriction of “economy-resource-environment”.
