Abstract
In recent years, China has continued to deepen the reform of oil and gas mineral resources management, and comprehensively implemented the policy of competitive bidding for oil and gas mineral rights, which has resulted in fierce bidding in the market and challenges for oil companies in bidding for mineral rights. In the face of the new policy and new situation, how to efficiently and scientifically assess the value of the blocks offered in a short period of time, and win the initiative for the decision-making of bidding for the mineral rights, is an important issue that needs to be studied at present. This paper explores the establishment of a fast, efficient, scientific and reasonable process of geological evaluation and value assessment of mineral rights, puts forward a quantitative and qualitative exploration potential evaluation method based on four major elements, such as the degree of exploration, formation and storage conditions, the scale of resources and technical and economic conditions, and 15 key evaluation parameters, and establishes the evaluation standard for geological risk of blocks based on the probabilistic statistical analysis of the risk; analyzes the different value assessment methods, and selects the most suitable method for the current situation. It analyzes different value assessment methods and selects the expected monetary value method applicable to the current low exploration level of the blocks to be transferred to carry out the value assessment; and analyzes the application examples to provide reference basis for the oil and gas enterprises to realize the geological evaluation and value assessment of the blocks to be transferred to them, and to formulate the bidding scheme.
