    Research on the low-carbon high-quality development path of mining enterprises in the context of the background of “15th Five-Year Plan” carbon emission dual control

    • Under the dual control of carbon emissions, systematic carbon reduction in mining enterprises is a crucial strategic task for coordinating resource security and achieving the “dual carbon” goals. In the context of the full implementation of Action Plan for Carbon Peaking during the 15th Five-Year Plan Period and the 15th Five-Year Plan for the Construction of a New Energy System, China’s dual control of energy consumption has fully shifted to a dual control management model of total carbon emissions and intensity. As a core area for energy supply, new energy, and new materials, the mineral industry faces multiple development requirements such as tightening low-carbon compliance control, stricter low-carbon access for downstream supply chains, and rigid promotion of new energy development and construction in mining areas. This paper combines the development characteristics and carbon emission status of the mining industry, systematically sorts out the sources, scale, trends, accounting methods, and existing low-carbon management shortcomings of mine carbon emissions. Focusing on national strategic requirements and tasks, it adheres to a six-pronged approach of source carbon control, process carbon reduction, end carbon sequestration, ecological carbon enhancement, digital carbon management, and circular carbon reduction. It aims to reduce emission increments from the source, upgrade mining and beneficiation processes, significantly reduce unit carbon emission intensity, fully utilize tailings, waste rock, and mine water resources, accelerate vegetation restoration and ecological carbon sequestration in mining areas, enhance carbon asset value and efficiency, empower systems with long-term effectiveness, and promote the collaborative integration of green mines and new low-carbon development models in mining areas. It constructs a high-quality development path that adapts to the entire life cycle of mines, clean transformation of energy structure, stock reduction control, and incremental low-carbon expansion, achieving safe, low-carbon, green, and high-quality sustainable development in the mining industry. This paper differs from single and fragmented end-of-pipe emission reduction measures, and coordinates efforts from multiple dimensions, providing clear theoretical support and practical references for China’s mining industry to achieve carbon peaking on schedule, steadily move towards carbon neutrality, and realize green, low-carbon, and high-quality transformation.
