Abstract:
The new situation presents a challenge to the traditional relationship between the central and provincial public geological survey teams, the traditional relationship “project contact, business guidance” is unsustainable.This paper analyzes the origin and respective advantages of the central and provincial teams from the perspective of historical origin and performance contribution, analyzes the requirements for the team from the perspective of geological nature and geological investigation characteristics, analyzes the management system of central and provincial teams from the direction of organizational and institutional reform.the fundamental contradiction between the teams lies in the lack of subordinate or jurisdictional relationship, which leads to some practical problems, such as the difficulty of public welfare and the unnatural way of bidding.It is suggested that the core and key issue is to adjust the localization of the Bureau itself, before localizing the Bureau, the two should establish a new cooperation mechanism of planning, deployment, training and sharing of data.
