Abstract: The mineral rights archives are the historical record of various valuable forms formed directly by the Ministry of Land and Resources in the process of establishing, supervising, changing and canceling the mineral rights.The mineral rights archives have important scientific research value.Now archives scientific value of mineral rights is not effectively excavated, for the scope and extent of exploitation and utilization of the mineral rights archives are limited, and the digitization of the archives are lagging and lack of deep researches are lacking.This paper puts forward the measures to speed up file development and utilization from the aspects, such as formulating open utilization system of mineral rights files, intensifying cataloging and searching tools, speeding up the digitization of mineral rights files, integrating various types of archival resources related to mineral rights, promoting the efficient use of archival resources, and so on.
