Abstract: The mineral rights assets is the basic issue of the transfer of mineral rights and the management of mineral resources interests.Based on the policy framework of China's mineral rights management, this paper points out that the mineral resources property rights are the bundle, and the mineral right is one of the important bundles.By introducing the classification of mineral resources in China, the different types of ownership of mineral rights included different types of mineral rights bundles.Then, it analyzes the characteristics of mineral rights, discussing the value and difference of the mineral rights based on the usefulness of the assets,combing the development of the mineral rights assets in China's policy.In order to maximize the value of mineral rights assets, the paper suggests that optimize the reference price of the mineral rights, promote the net mining rights transfer and perfect the process of selling.
