地质调查科技成果转化绩效评价体系构建研究

    • 摘要: 基于“投入—过程—产出—效果”评价模型,分析并辨识影响地质调查科技成果转化绩效因素,遵循绩效评价指标体系构建的一系列原则,建立了地质调查科技成果转化绩效评价指标体系。通过将层次分析法与模糊数学进行有效结合,提出可以对地质调查科技成果转化绩效进行多层次的数学评价模型,引入模糊数学中三角模糊函数能够有效避免个人偏好和判断模糊性的优点确定了各指标权重,从而丰富和拓展了地质调查科技成果转化绩效评价的研究方法。

       

      Abstract: Based on the “input, process, output, effect” evaluation model, this paper analyzes and identifies the factors affecting the performance of geological survey scientific and technological achievements transformation, and establishes the performance evaluation index system of geological survey scientific and technological achievements transformation according to a series of principles of performance evaluation index system.By combining the analytic hierarchy process with fuzzy mathematics, a multi-level mathematical evaluation model is proposed to evaluate the performance of geological survey scientific and technological achievements.The triangular fuzzy function in fuzzy mathematics can effectively avoid personal preference and judgment fuzziness, and the weight of each index is determined, thus enriching and expanding the research methods for performance evaluation of geological survey achievements transformation.
