Abstract: Public service is the one that directly settles for the survival,life and development of citizens by the government or the public sector.Promoting the level of public service plays a significant role in promoting local economies,which also is an important part of supply-side reform.For resource-based cities, the supply-side reform of public services can help promote the aggregation of production factors,construction of urban innovation systems,transformation of the civic governance concepts and improving the efficiency of economic development.Local governments in resource-based cities should give full play into the leading role in the transformation,then promote the innovation of government management system and governance capability and improve the public service level of cities.After that,they ought to strive for the inflow of high-quality public resources,also implement the scientific concept of urban development,and succeed in a comprehensive transformation of resource-based cities.
