Abstract: Under the background of the new normal economy, China begins a new round of coal mine closure and withdrawal in 2016, which is of great significance for the healthy and sustainable development of the coal industry and economic and social stability.This paper summarizes the main methods of coal mine closure and withdrawal in Germany and the United States of America.From the background of the closure and withdrawal, the structure of coal industry and property rights, and the intensity of the closure and withdrawal, the differences between China's new round of coal mine closure and foreign coal mine closure and withdrawal are compared emphatically.It is believed that this round of closure and withdrawal takes a short time.On this basis, this paper discusses three problems that should be paid more attention to in the process of coal mine closure and withdrawal in China:the delimitation of withdrawal standard, the fluctuation of coal price caused by withdrawal and the definition of government action, and puts forward the formulation and promulgation of regulations on coal mine closure and withdrawal and related issues, judicial interpretation and other four policy recommendations.
