Abstract: Since the 18th National Congress of the Communist Party of China, the role of marine industry in the development of coastal areas has become increasingly prominent.Tangshan city is not a typical coastal prefecture-level city, and there is great space for the future development of marine industry, overall promotion of land and marine development is the main task of coastal areas, therefore, the comprehensive evaluation on carrying capacity of resources and environment under the background of land-sea coordination is of great significance to the land-sea coordinated development for Tangshan city.An index system of the carrying capacity of resources and environment in Tangshan city under the background of land-sea coordination from three aspects of resources, environment and social economy is constructed in this study.The weight of indicators is determined by analytic hierarchy process, and the carrying capacity of resources and environment under land-sea coordination in Tangshan city and its five coastal districts and counties is evaluated qualitatively and quantitatively.The results show that the scoring of resources and environmental carrying capacity under land-sea coordination in Tangshan city is generally on the rise from 2005 to 2016.The scoring of 75 points in 2016 is about 2.6 times that of 29 points in 2005, with an average annual growth rate of 9.1%.Among the five coastal districts and counties, Luannan county has a better carrying capacity.According to the evaluation results, some suggestions are put forward, such as optimizing the industrial structure and enhancing the vitality of marine economy, creating the image of coastal cities, and adhering to land.So as to enhance the carrying capacity of resources and environment in Tangshan city under the background of land-sea coordination.
