Abstract: The mineral resources exploitation scheme and the mine geological environment protection and land reclamation scheme are the key essentials of mining rights registration, and the important basis and grippers for natural resources management departments to regulate the mineral resources exploitation and ecological restoration.In order to deeply implement the idea that Mountain-Water-Forest-Cropland-Lake-Grass is a community of life, help the Ministry of Natural Resources perform the duty of ecological restoration, promote exploiting mineral resources more reasonably, and improve efficiency and service of mining rights management.It is suggested that the management of the two schemes must be optimized.Firstly, the two schemes should be merged and make an unified compilation outline; secondly, the content of basic investigation for mine should be perfected, the scientific nature and rationality demonstration of mineral resources exploitation should be highlighted, and the entire protection and systemic restoration should be emphasized; thirdly, the natural resources management departments should appoint a specific institution to organize the scheme examination and open the results in an unified way.
