Abstract:
The emergence of the COVID-19 epidemic has brought hitherto unknown test of China’s mining industry.On the one hand, the spot and futures prices of bulk minerals have dropped sharply in the short run, and the share prices of listed mining companies have been down.On the other hand, the shortage of labor, poor transport, weakening supply and demand, and the expiration of mining documents of some mining enterprises had increased the difficulty of the mining industry’s resumption.For this reason, the natural resources management department has issued a series of policies and measures to alleviate the pressure in mining enterprises and boost market confidence by innovating service methods, relaxing the application time limit of mining rights and reserves review, delaying the collection of mining rights transfer revenue by stages, and building investment and financing platforms, and some mining enterprises’ stock prices have rebounded.This paper focuses on all kinds of mining related policies issued by the natural resources authorities during the epidemic prevention and control period, summarizes 7 kinds of mining management practices, as well as their innovative experience, discusses the issues that need to be focused on in the process of policy implementation and after the epidemic, and provides management references to the international mining market that is suffering from the epidemic.
