Abstract: The state attaches great importance to strategic mineral resources such as rare earths, especially in the context of the recent Sino-US trade disputes, which further highlights its particularity and importance.The article systematically sorts out the specific mining management policies for protective minerals, and analyzes four existing problems, including:the dynamic adjustment mechanism has not yet been established, the development and utilization of supervision and implementation is not in place, the industrial concentration is relatively low, and the resource reserves are continuously declining.In accordance with the new development concept of the new era, four policy recommendations are proposed, including:defining the legal status of specific mining for specific mining, accelerating the establishment of a dynamic adjustment mechanism, improving the regulatory mechanism, promoting the coordinated development of the entire industrial chain, emphasizing the concept of green development, and improving the level of development and utilization.Pay more attention to ecological security, improve the reserves of important mineral deposits, and ensure the safety of resources supply.
