环境规制对陕西省能源开发产业绿色全要素生产率影响研究

    Research on the influence of environmental regulation on total factor productivity of Shaanxi energy development industry

    • 摘要: 为考察环境规制对陕西省能源开发产业绿色发展的影响,利用EBM-GML指数测算了2008—2018年陕西省10个地级市的能源开发产业的绿色全要素生产率,并基于非线性全面FGLS模型,实证检验了环境规制对陕西省能源开发产业绿色全要素生产率的影响。研究发现:陕西省能源开发产业绿色效率水平整体偏低,但呈波动上升态势;环境规制对陕西省能源开发产业绿色全要素生产率、绿色效率变化、绿色技术进步的影响均呈先抑制后促进的U型关系,且环境规制通过技术创新和FDI促进了绿色全要素生产率水平的提升,未通过要素结构和产业结构升级产生促进作用。鉴于此,一方面要通过制定合理的环境规制强度来保证能源开发产业的绿色投入,另一方面也要通过相关财政扶持措施,激励企业进行绿色技术研发,从而通过创新驱动实现能源开发产业绿色发展。

       

      Abstract: To investigate the impact of environmental regulation on the green development of Shaanxi's energy development industry, the paper uses EBM-GML index to calculate the green total factor productivity of energy development industry in Shaanxi province from 2008 to 2018, and empirically tests the impact of environmental regulation on green total factor productivity of energy development industry based on the nonlinear comprehensive FGLS model.The results show that the green efficiency level of energy development industry in Shaanxi province is low on the whole, but fluctuates on the rise.The impact of environmental regulation on the change of green TFP and green efficiency of energy development industry shows a u-shaped relationship, and environmental regulation promotes the improvement of green TFP through technological innovation and FDI, but not through the upgrading of factor structure and industrial structure.In view of this, on the one hand, we should ensure the green investment of energy development industry through formulating reasonable environmental regulation intensity; on the other hand, we should encourage enterprises to carry out green technology research and development through relevant financial support measures, so as to realize the green development of energy development industry through innovation.
