资源型城市创新系统动力模型研究:以攀枝花市为例

    Research on the dynamic model of resource-based cities innovation system: a case study of Panzhihua city

    • 摘要: 资源型城市转型面临诸多困难,改革创新是帮助资源型城市转型最有效的手段。资源型城市迫切需要一些有效刺激来增强城市的创新动力。本文构建了资源型城市创新系统动力模型,模拟并阐述了政府的服务水平、创新意识、教育重视程度、城市法律环境、创新主体对外交流程度等因素对城市创新动力的影响机理和敏感程度。研究结果表明,政府的创新意识、服务水平、教育重视程度、法律成熟度和对外交流程度对城市创新动力的影响都是正向的,灵敏度最强的是政府的创新意识,其次是对外交流程度,再次是法律成熟度和政府服务水平,教育投资的影响相对缓慢。基于此,本文提出了促进城市创新动力的建议措施,同时,得出了在创新驱动逐渐成熟的情况下,资源型城市经济发展对城市的自然条件依存度逐渐降低的结论,印证了资源产业依赖与经济发展效率之间呈现倒U型曲线关系的有条件资源诅咒论。

       

      Abstract: The transformation of resource-based cities is facing many difficulties, and reform and innovation is the most effective means to help the transformation of resource-based cities.Resource based cities urgently need some effective stimulation to enhance the innovation power of cities.This paper constructs a dynamic model of innovation system of resource-based cities, simulates and expounds the influence mechanism and sensitivity of government service level, innovation consciousness, education emphasis, urban legal environment, innovation subject's foreign exchange degree and other factors on urban innovation power.The results show that the government's innovation consciousness, service level, education emphasis, legal maturity and foreign exchange level have a positive impact on the city's innovation power.The most sensitive factor is the government's innovation consciousness, followed by the foreign exchange level, and then the legal maturity and government service level, and the impact of education investment is relatively slow.Based on this, this paper puts forward some suggestions and measures to promote the innovation power of cities.At the same time, the conclusion that the economic development of resource-based cities depends on the city's natural conditions gradually decreases under the condition of innovation driven maturity are drawn, which confirms the conditional resource curse theory that the relationship between resource industry dependence and economic development efficiency presents an inverted U-shaped curve.
