新时代我国矿产资源安全的总体态势

    Overall trend of China's mineral resources security in the new era

    • 摘要: 矿产资源是国家经济和社会发展的物质基础,矿产资源安全是新时代国家安全体系中重要的非传统安全领域,因此必须谨防战略性、颠覆性错误。本文从我国历史发展和现实国情出发,梳理了我国自然资源安全观的三个发展阶段及其时代特色,指出当前我国矿产资源安全形势趋于复杂严峻,国内重要矿产资源产业链、供应链仍面临核心技术受限和结构性短缺等问题,国际矿产资源权益受贸易保护主义影响和霸权主义遏制。根据世界各国矿产资源安全战略措施和实践经验,提出我国应以科技自立自强为支撑,实施产业链、供应链双链协同驱动的矿产资源安全战略,从加强国内地质找矿力度、构建矿产资源循环经济产业链、完善国家战略矿产资源储备体系、拓展国际矿产资源市场、重视矿产资源安全监测预警等五个方面防范抵御我国矿产资源安全风险。

       

      Abstract: Mineral resources are the material basis of national economic and social development.Mineral resources security is an important non-traditional security field in the national security system in the new era.Therefore, we must guard against strategic and subversive mistakes.Based on China's historical development and actual national conditions, this paper combs the three development stages of China's natural resources security concept and its characteristics of the times, and points out that the current situation of China's mineral resources security tends to be complex and severe, and the domestic important mineral resources industry chain and supply chain are still facing problems such as limited core technology and structural shortage, and the rights and interests of international mineral resources are influenced by trade protectionism and contained by hegemonism.According to the strategic measures and practical experience of mineral resources security in the world, this paper puts forward that China should implement the mineral resources security strategy driven by industrial chain and supply chain with the support of scientific and technological self-reliance.In order to prevent and resist the risk of China's mineral resources security, we should strengthen the domestic geological prospecting, build the circular economy industrial chain of mineral resources, improve the national strategic mineral resources reserve system, expand the international mineral resources market, and attach importance to the monitoring and early warning of mineral resources security.
