Abstract: The problem of shaft engineering overstepping mining area affects the mining order and safe production.Questionnaire survey and field investigation show that this problem is universal to a certain extent, and it is urgent to introduce a unified policy to solve the problem.The root cause of this problem mainly due to the lack of underground supervision teams by the natural resources’ authority, the overall planning of the mining area and the issuing mining license are inconsistent, and the unreasonable binding of space utilization matters with mineral resource management matters.At the specific operational level,it mainly includes objective reasons such as restrictions on surface conditions, subjective reasons such as the lack of awareness of mining according to law and lack of rigorous work, and management reasons such as insufficient consideration of the space requirements for the layout of shaft projects.To solve the problem, it is necessary to seek truth from facts, combine dredging and blockage, and combine leniency with rigidity.It is necessary to classify and deal with the existing problems according to the form of overstepping; to establish a preventive mechanism for the causes and difficulties; to improve work procedures and rationalize the management system for the root causes.
