Abstract:
Mineral resources are exhaustive resources.Based on their scarcity and non-renewability, considering the national resource security strategy, it is an effective way to alleviate the problem of resource shortages through economical and intensive use. This paper takes the economical and intensive utilization of mineral resources as the research objective. From the perspective of policy-driven and technology-driven, this paper studies the driving mechanism of planning, taxation, supervision, standards, resource endowment conditions, mining technology, mineral processing technology and other driving factors, as well as their effect on the utilization of mineral resources.Analyze the current policies and existing problems of each driving factor. The research shows that the process of various driving factors to promote the economical and intensive utilization of mineral resources is mutual and complex.Under the combined effect of multiple factors, the synergy between the driving factors is the key to achieving the goal. The higher the degree of synergy, the better effectiveness of economical and intensive utilization.
