萤石资源勘查开发利用管理的建议

    Suggestions on exploration, development and utilization management of fluorite resources

    • 摘要: 萤石作为现代工业的重要矿物原料,广泛应用于传统的化工、冶金、建材、光学等行业,更是当下氢燃料电池、锂电池、芯片清洗剂等重要新兴产业的关键原料。我国长期以占全球不到15%的萤石储量生产全球60%左右的萤石产品,单一型矿床萤石资源静态保障年限仅剩14.5 a,资源安全岌岌可危。本文通过了解浙江、内蒙古、河南等省(区)萤石勘查开发状况,召开专家座谈会等相关调研工作,充分认识到我国萤石存在勘查程度低、过度开采、难选资源占比高、优势资源长期被垄断等问题;初步判断萤石需求和价格将进入双增长态势,以萤石产品升级储备推动矿产地储备,对含杂质低的萤石储备具有战略性意义;提出了提高萤石资源的安全供给保障对策建议,主要包括摸清萤石资源家底、加强萤石资源勘查、严格矿山开发标准、提高综合开发利用水平、加强萤石资源的保护性开发利用、将萤石纳入战略性储备矿种、严格加工贸易监管、加快萤石资源及产业发展的规划管理以及支持萤石企业“走出去”战略。

       

      Abstract: As an important mineral raw material regard to modern industry, fluorite is widely used in traditional chemical industry, metallurgy, building materials, optics and other industries.It is also the key raw material of hydrogen fuel cell, lithium battery, chip cleaning agent and other important emerging industries.China has produced about 60% of the world’s fluorite products with less than 15% of the world’s fluorite reserves in a long-term.The static guarantee period of fluorite resources in single type deposits is 14.5 a, and it leads to threat resource security.Through the research of investigating the fluorite exploration and development situation in Zhejiang, Inner Mongolia, Henan and other provinces (regions), and holding expert meetings, this paper has fully aware of the problems of exploration in low level, over exploration, high proportion of refractory resources and long-term monopoly of advantageous resources in China’s fluorite industry.It is preliminarily predicted that the demand and price of fluorite will be growth.It will be strategy for fluorite reserves with low impurity content, reserves of upgrading fluorite products.This paper has formed suggestions to improve the safety supply of fluorite resources, mainly including prospecting the fluorite resources, strengthening the fluorite resources exploration, strict mine development standards, improving the level of comprehensive development and utilization, and strengthening the protection of fluorite resources, strengthen the supervision of processing trade, accelerate the planning and management of fluorite resources and industrial development, and support the “going out” strategy of fluorite enterprises.
