中国甲烷控排面临的形势、问题与对策

    The situation, problems and countermeasures for the controls of China’s methane emissions

    • 摘要: 减少甲烷排放是短期内应对气候变化的最有效手段之一。在《联合国气候变化框架公约》第26次缔约方大会期间,甲烷控排成为核心议题与各方博弈焦点。作为全球人为源甲烷排放第一大国,我国主动参与国际甲烷控排行动,已经承诺在21世纪20年代取得控制和减少甲烷排放的显著效果。本文在阐述我国甲烷控排所处形势的基础上,分析了我国甲烷排放现状与现有控排政策行动及存在的问题,进而提出了新时期我国甲烷控排的对策。我国甲烷控排面临的问题主要体现在:①数据基础薄弱,总量结构不清;②行业间差异大,全面减排不易;③技术短板突出,管控能力不强。建议统筹谋划国家层面甲烷控排的顶层设计,推动出台分行业甲烷控排行动方案,加强甲烷控排基础研究与技术研发,深化甲烷控排领域国际交流与合作,加大甲烷控排的宣传以及社会参与度。

       

      Abstract: Reducing methane emissions is one of the most effective means of combating climate change in the short term.During the 26th Conference of the Parties to the United Nations Framework Convention on Climate Change, methane emission control has become the core issue and the focus of the game between the parties.As the country with the largest anthropogenic methane emissions, China has taken the initiative to participate in the international methane emission control action and has promised to achieve significant results in controlling and reducing methane emissions in the 2020s.After analyzing the overall situation faced by China on the control of methane emissions, this paper analyzes the current status of China’s methane emissions, the emission control actions and the existing problems.Corresponding countermeasures for the control of China’s methane emissions in the new era are proposed.Existing problems mainly include:the data foundation for the compilation of methane emission inventory is weak, and the total emission amount and structure are not clear; various departments are facing different technical and policy issues, and it is not easy to reduce methane emissions across the board; the shortcomings of technical system are prominent, and the capacity of methane emission control deserve to be improved.It is recommended to systematically plan the top-level design of methane emission control at the national level, promote the introduction of methane emission control action plans for different sectors, strengthen basic research and technology research & development of methane emission control, enhance international exchanges and cooperation in the field of methane emission control, and increase the publicity and social participation in methane emission control.
