基于稀土上市公司的稀土前端产业生产效率评价研究

    Research on production efficiency evaluation of rare earth front-end industry based on the rare earth listed companies

    • 摘要: “稀土案”加快了稀土前端产业资源整合进程,目前我国稀土行业已形成“5+1”大集团企业局面,理论上有利于提升行业贯彻稀土战略资源可持续性保护开发产业政策的能力。与此同时,稀土前端产业市场集中度高,集团内部企业竞争不充分,研发投入不足以及社会负外部性转嫁等问题突出,生产效率尚未得到改善,前端稀土产业加工生产难以实现关键性战略资源合理价值,价格与价值的背离现象严重,国际市场同质竞争仍“卖出了‘土’的价格”。本文以我国稀土前端产业上市公司为研究对象,运用三阶段DEA模型,分析前端产业生产效率问题。通过研究结论指出稀土前端产业生产效率易受外界环境影响,生产效率低,地方政府补贴和优惠政策及前端产业社会责任由政府代偿,且与生产效率呈现负相关,集团化后规模效率呈现递减;前端产业资本等要素冗余应向后端产业流动,形成产业链与价值链衔接,实现全行业绿色健康高值化发展。

       

      Abstract:China-Rare Earth”accelerated the integration of rare earth industry resources.At present, the Chinese rare earth industry turned into “5+1”large group enterprises, which in theory are conducive to the industry’s ability to implement the industrial policy of sustainable development of rare earth strategic resources.Meanwhile, the rare earth front-end industry market is highly concentrated, but not sufficiently competitive.Insufficient R&D investment and negative externalities of leading companies are prominent, and in turn, production cost efficiency has not been improved.The rare earth processing and raw material production are difficult to realize the reasonable value of key strategic resources.The deviation of price and value is serious.This research takes the rare earth front-end industry listed companies as the research object and uses the three-stage DEA model to analyze the production efficiency of the front-end industry.The conclusion points out that the production efficiency of the rare earth front-end industry is easily affected by the external conditions, the industrial production efficiency is low and overestimated under the influence of local government preferential policies, and it negatively correlated with the production efficiency.After forming the “5+1”groups, the scale efficiency is diminishing, and the front-end industry is insufficient to take its social responsibilities.Central government promotes the flow of innovative industrial elements to the up-end of the industrial chain, which will help build the connection of the low-end and up-end of the industrial value chain and realize the green, healthy and high-value development of the entire industry.
