煤炭城市3E系统协调度组合赋权云模型评价

    Evaluation of combination weighting cloud model for coordination degreeof coal city 3E system

      能源-环境-经济构成的3E系统是衡量城市协调发展的关键指标。在总结分析传统3E系统的基础上,将能源系统细化为煤炭系统,提出了一套以煤炭系统、环境系统、经济系统为评价子目标的评价指标体系。在该评价体系中,采用博弈论将主客观权重进行组合,降低了专家打分的主观性影响。以云模型理论为建模基础,构建了3E系统协调度评价模型,以2014—2020年统计数据为例,借助该评价模型对内蒙古自治区的3E系统协调等级进行评价。评价结果显示:从各子系统协调度来看,相比于煤炭子系统与环境子系统的协调度,经济子系统较为滞后,内蒙古自治区2014—2020年3E系统整体协调度处于良好协调等级。评价结果验证了该评价模型的正确性与实用性,同时也为促进3E系统协调发展提出合理意见与建议,为建立健全相关政策提供了有效的科学依据。

       

      Abstract:

      The 3E system composed of “energy-environment-economy” is a key index to measure the coordinated development of cities.On the basis of summarizing and analyzing the traditional 3E system, the energy system is refined to coal system, and a set of evaluation index system with coal system, environment system and economic system as evaluation sub-targets is put forward.In this evaluation system, the subjective and objective weights are combined by game theory, which reduces the subjectivity of experts in scoring indicators.Based on the cloud model theory, an evaluation model of 3E system coordination degree is constructed.Taking the statistical data from 2014 to 2020 as an example, the evaluation model is used to evaluate the coordination level of 3E system in Inner Mongolia Autonomous Region.The evaluation results show that from the perspective of coordination degree of each subsystem, compared with the coordination degree of coal subsystem and environment subsystem, the economic subsystem lags behind, and the overall coordination degree of 3E system in Inner Mongolia Autonomous Region from 2014 to 2020 is in a good coordination level.The evaluation results are verifying the correctness and practicability of the evaluation model, and also providing reasonable opinions and suggestions for promoting the coordinated development of 3E system, and providing effective scientific basis for establishing and improving relevant policies.
