    • 摘要: 本文分析了“十四五”时期集团型地勘企业推动战略规划有效实施的重大意义,指出了规划实施过程中存在的问题,从制度体系建设、资源配置、激励机制、具体抓手等层面提出了“一个体系四个机制”的系统化实施机制建议,即完善战略规划管理体系、建立与五年发展规划相衔接的年度计划机制、统筹优化资源配置机制、深化改革建立创新激励机制、建立规划监测与评估机制。

       

      Abstract: s: This paper analyzes the great significance of group geological exploration enterprises in promoting the effective implementation of strategic planning during " The 14th five year plan" period, points out the problems existing in the process of planning implementation, and puts forward suggestions on the systematic implementation mechanism of "one system and four mechanisms" from the aspects of institutional system construction, resource allocation, incentive mechanism and specific grasp, that is, to improve the strategic planning management system, establish an annual planning mechanism connected with the “Five years planning”, coordinate and optimize the resource allocation mechanism, deepen reform to establish an innovation incentive mechanism, and establish a planning monitoring and evaluation mechanism.
