“揭榜挂帅”制度在地质调查管理中的运用

    • 摘要: 《2020年政府工作报告》《中华人民共和国国民经济和社会发展第十四个五年规划和2035年远景目标纲要》明确提及了要实行“揭榜挂帅”制度,将“揭榜挂帅”纳入项目管理改革举措。“揭榜挂帅”制度为新时代地质调查工作体制机制改革、关键核心技术研究攻关及成果转化运用提供了全新思路。在地质调查项目管理中引入“揭榜挂帅”制度,对拓展地质调查服务领域、拓宽地质调查项目立项渠道,进一步发挥地质工作在经济社会发展中的基础和先行作用具有重要意义。本文对“揭榜挂帅”制度特点及其在地质调查管理中的运用意义进行分析,并结合地质调查业务特点,对地质调查“揭榜挂帅”项目管理运行相关内容进行浅要研究,在人才引留、平台建设、监督考核等管理机制上提出思考建议。

       

      Abstract: The government work report in 2020 and the 14th Five-Year Plan for National Economic and Social Development explicitly mentioned the implementation of the system of "Enlisting and Leading",and incorporat into the project management reform initiatives. This system provides a brand-new idea for the reform of geological survey system and mechanism, the research of key core technologies and the transformation and application of achievements in the new era. The introduction of the system of "Enlisting and Leading" in the management of geological survey projects is of great significance for expanding the service field of geological survey, broadening the channels for establishing geological survey projects and further exerting the foundation and leading role of geological work in economic and social development. This article analyzes the characteristics of the system and its application significance in geological survey management, and combined with the characteristics of geological survey business, makes a brief study on the relevant contents of the management and operation of the geological survey "Enlisting and Leading" project, put forward thoughts and suggestions on management mechanisms such as talent introduction and retention, platform construction, supervision and assessment.
