基于“2~4模型”的露天矿用宽体车伤害事故原因及对策

露天矿山主要采用矿车-皮带运输生产工艺,矿车载重多为42 t乃至130 t,属于宽体车,具有体型大、转弯半径大、盲区大等特点,且多为夜间行驶,其车辆伤害事故比例和危害性远高于露天矿山其他事故,因此露天矿山矿车运行安全始终是安全管理的重点和难点。为了更好地发现露天矿山矿车事故规律,运用事故致因“2~4模型”对某大型露天矿山近40年以来发生的56起矿用宽体车伤害事故进行分析。研究结果表明,事故的直接原因主要表现在一线作业人员的违规驾驶、疲劳驾驶和管理人员的安全责任不落实等不安全行为;不安全物态主要表现在制动装置失效、道路技术状况不达标、轮胎爆炸等方面。事故的间接原因主要表现在一线作业人员安全意识不够、安全知识不足以及安全习惯不佳等三方面。事故的根本原因主要表现为安全管理流于形式。针对事故分析结果,提出了预防车辆伤害事故的对策与建议,为今后矿山车辆安全管理提供支撑。
Abstract:The open-pit mine mainly adopts the production process of tramcar belt transportation.The load capacity of mining trucks is mostly 42 tons or even 130 tons,which belong to wide body vehicles.They are characterized by large size,large turning radius,large blind area.They are mostly driven at night.The proportion and harmfulness of vehicle injury accidents are much higher than other accidents in the open-pit mine.Therefore,the safety of tramcar operation in the open-pit mine is always the focus and difficulty of safety management.In order to better discover the rule of mining car accidents in open-pit mines,analyzes 56 mining wide body car injuries in a large open-pit mine in the past 40 years by using the “2-4 Model” of accident causes.The research results indicate that the direct causes of accidents are mainly manifested in unsafe behaviors such as illegal driving by frontline operators, fatigue driving, and the lack of implementation of safety responsibilities by management personnel.Unsafe state is mainly manifested in brake failure,substandard road technical conditions,and tire explosion.The indirect causes of the accident mainly include insufficient safety awareness,insufficient safety knowledge and poor safety habits.The root cause of the accident mainly lies in the fact that safety management is a mere formality.Based on the analysis results of accidents,countermeasures and suggestions for preventing vehicle injury accidents have been proposed,providing support for future safety management of mining vehicles.
