重庆市砂石资源开发利用态势及治理对策研究

    Research on the development and utilization situation and governance measures of sand and stone resources in Chongqing City

    • 摘要: 本文以统计数据和已有研究为基础,系统分析了重庆市砂石资源开发利用现状,包括规划布局、矿山分布、产量及价格变化趋势、供需保障情况,总结了开发利用中存在的问题。通过研究发现:①河砂供应显著下降,石灰岩矿山减量化、规模化发展趋势加强,砂石产量不断提升,成为重庆市内砂石供应保障的主要来源;此外,受经济增长压力加大、房地产市场低迷等多重因素叠加影响,砂石价格呈现不断下降的趋势。②因资源禀赋、地形地理、管控条件、生产加工水平等因素影响,存在片区发展不均衡、规模化水平不高、实际产能投放不足、砂石质量稳定性不高、工程砂石处置监管难等问题。为服务重庆市经济社会发展和产业需要,更高质量开发利用砂石资源,提出了相关对策建议,包括构建超大型矿山、大型矿山、中型矿山、小型矿山协调发展空间体系,促进开发利用结构优化和区域协调发展;积极推进“净矿”出让,已投放矿山分类施策,积极支持释放有效产能;加强上下游衔接和部门协同监管,促进砂石质量提升;协调建立重大工程项目保障清单制度,稳定砂石供应;加强建设工程砂石监督管理。

       

      Abstract: Based on statistical data and existing research, this paper systematically analyses the current situation of development and utilization of sand and stone resources in Chongqing City, including the planning layout, mine distribution, production and price trends, supply and demand security, and summarizes the problems of development and utilization. It has been discovered that: ① the supply of river sand has significantly decreased, and the trend of limestone mine reduction and scale development has strengthened, and the production of sand and stone has increased, which has become the main source of sand and stone supply guarantee. Due to the economic growth pressure, property market downturn and other factors, the prices of sand and stone show a declining trend. ② Due to the resource endowment, topography and geography, control conditions, production and processing level and other factors, there is uneven development of the area, the scale level is not high, the actual production capacity is not enough to put, sand and stone quality stability is not high, the project sand and stone disposal supervision and management difficulties and other problems. In order to effectively serve the economic and social development and industrial needs, and to develop and utilize sand and stone resources with higher quality, countermeasures and proposals have been put forward. These countermeasures include building a spatial system for the coordinated development of mega, large, medium and small mines, promoting the optimization of the development and utilization structure and the coordinated development of the region; actively promoting the transfer of “net mines”, the mines that have been put into the classification of policy, and actively supporting the release of effective production capacity; strengthen the upstream and downstream convergence and departmental supervision, and promote the quality of sand and stone improvement; coordinate the establishment of a protection list system for major engineering projects to stabilize the supply of sand and stone, and strengthen the supervision and management of sand and stone for construction projects.
