Abstract: Safe development is an important foundation and basic premise for the high-quality development of coal enterprises, and it is also a key issue faced by coal enterprises in the process of high-quality development. In order to solve the problems of uneven safe production and high-quality development level caused by unclear development path and incomplete evaluation methods of coal enterprises, firstly, analyzes the current development situation of safe production of coal enterprises from a macro perspective, and expounds the main problems existing in the safe production development of coal enterprises from six aspects: disaster risk degree, quality of employees, safety supervision intensity, illegal production behavior, safety management level and national mine structure. It is proposed that coal enterprises can realize high-quality development of safe production from three aspects: strengthening the foundation of enterprise safety production, integrating the safety management system, and improving the social co-governance system. Meanwhile, an evaluation index system for high-quality development of safe production in coal enterprises is established, which is composed of three evaluation dimensions of resource safety, safety performance and safety construction and 14 secondary evaluation indexes. Based on the Analytic Hierarchy Process, the weight coefficient of each evaluation index is determined, and a comprehensive evaluation model for high-quality development of safe production in coal enterprises is constructed. The evaluation results are divided into three levels: leading, progressing and substandard. The research results can provide a reference for coal enterprises to determine the current stage of high-quality development of safe production, and also provide a reference for high-quality development of safe production in coal enterprises.
