马来西亚矿业管理及矿业政策解析

    • 摘要: 马来西亚除石油天然气较为丰富外,固体矿产资源也比较丰富,尤其是锡矿等资源储量位于世界前列,具有一定的矿产资源投资潜力。近年来,马来西亚发布了新的国家矿业政策,提出重振锡矿的雄心和开发新能源矿种的计划,陆续调整了矿业开发的相关要求,以此吸引更多的投资者在马来西亚进行矿业勘查开发,从而振兴马来西亚经济。为服务我国“走出去”矿业企业在马来西亚进行矿业投资,让企业及时了解马来西亚矿业政策,规避投资环境风险,本文围绕近期马来西亚新颁发的矿业政策,结合马来西亚矿业形势,通过对马来西亚矿业政策进行解读,较为全面地介绍马来西亚矿业政策的新变化、新动向和新趋势。通过马来西亚矿产资源分布、矿业政策解读、矿业管理特点分析,建议赴马来西亚进行矿业投资的中资企业,及时跟进矿业市场动态,了解在马来西亚项目负面清单,科学把握矿业相关政策要点,重视马来西亚对矿业环境保护的要求,研判与马来西亚政府及企业合作模式优缺点,把握马来西亚重振矿业的历史机遇,围绕战略性矿产开展投资开发,为赴马来西亚进行投资掌握主动。

       

      Abstract: In addition to the relatively abundant oil and gas, Malaysia is also relatively rich in solid mineral resources, especially tin ore and other resources are located in the world’s forefront, with a certain potential for investment in mineral resources. In recent years, Malaysia releases a new national mining policy, puts forward to revitalize the ambition of the tin mine and the development of new energy minerals plan, one after another adjusted the relevant requirements of mining development, so as to attract more investors to Malaysia for mining exploration and development, so as to revitalize the Malaysian economy. In order to serve China’s “going out” mining enterprises in Malaysia for mining investment, so that enterprises timely understanding of the Malaysian system of mining policy, to avoid the risks of the investment environment, this paper focuses on the near Malaysia’s newly issued mining policy, combined with the situation of the Malaysian mining industry, through the interpretation of Malaysia’s mining policy, a more comprehensive introduction to Malaysia’s mining policy of new changes, new trends and new trends.
