Abstract:
The construction of beautiful China requires promoting the construction of green mines in an all-round way. In April 2024 the Ministry of Natural Resources and seven other ministries issued the
Circular on Further Strengthening the Construction of Green Mines (Natural Resources Regulation 2024 No.1), which changed the policy orientation of green mine construction from demonstration construction to comprehensive promotion and urgently optimized the policy of green mine construction to serve the implementation of major national strategies. As an important part of policy optimization, analyzes of policy texts, policy implementation and policy performance, which can identify policy deficiencies and provide an important basis for the next step of policy optimization design. In order to comprehensively analyze the logic, economic adequacy and feasibility of the policy, this paper adopts S-CAD method and takes Henan Province as the research object to evaluate its green mine construction policy. The results show that there is good consistency among policy elements, and there is no conflict or contradiction; there is a strong adequacy among the policy elements, and the adequacy is generally weaker than the necessity, which is highlighted in the “measure-strategy” policy elements. All relevant stakeholders support and cooperate with the green mine construction policy. The actual effect after the implementation of the policy is basically consistent with the expectation. Finally, the paper puts forward policy suggestions from the aspects of setting scientific objectives, enriching the measures supporting the completion of the strategy and coordinating the relevant stakeholders, so as to provide reference for the continuous optimization of the weak link in the policy chain and the improvement of the green mine construction policy.
