新质生产力理念下中国油气高质量发展战略思考

    Study on high-quality development strategy of oil and gas industry in China under the concept of new quality productive forces

    • 摘要: 在国内外政治经济形势错综复杂的背景下,我国经济由高速度发展阶段转向高质量发展阶段,这对油气行业提出了更高要求。加快培育和发展新质生产力,是建设能源强国、推动高质量发展的内在要求和重要着力点。本文探讨了新质生产力和油气高质量发展的内涵和内在联系,指出新质生产力的创新驱动、开放融合、绿色低碳等核心标志,与油气高质量发展的核心要素高度契合。基于文献调研和工作积累,系统梳理了我国油气发展现状和取得的成绩,分析指出我国油气发展还面临资源品质变差、技术瓶颈待突破、基础设施不完善、体制机制改革需深化等诸多问题。面向油气供给保障安全和绿色低碳转型双重目标,提出要坚持把资源安全放在首位,不断释放油气领域新质生产力的动能,通过加强地质理论和关键技术装备的创新,加快科研成果的转化和推广力度,提高油气领域数字智能化、低碳化、多元化水平,深化油气领域体制机制改革,不断提升全要素生产率,实现油气产业转型升级和高质量发展。

       

      Abstract: Faced with the complex domestic and international situation, China’s economy has shifted from a stage of high-speed to a stage of high-quality development, it puts higher demands on the oil and gas industry. Accelerating the cultivation and development of new quality productive forces is an inherent requirement and important focus for building an energy powerhouse and promoting high-quality development. This paper explores the connotation and inherent connection between new quality productive forces and high-quality development of oil and gas, pointing out that the core indicators of new quality productive forces, including innovation driven, open integration, green and low-carbon are highly compatible with the core elements of high-quality development of oil and gas. Based on literature research and work accumulation, this paper systematically reviews the current situation and achievements of China’s oil and gas development, and analyzes that China’s oil and gas development still faces many problems such as deteriorating resource quality, technological bottlenecks that need to be broken through, incomplete infrastructure, and the need to deepen institutional and mechanism reforms. In order to achieve the dual goals of ensuring the safety of oil and gas supply and promoting green and low-carbon transformation, it is proposed to prioritize resource safety, continuously release the driving force of new quality productive forces in the oil and gas field, strengthen the innovation of geological theory and key technical equipment, accelerate the transformation and promotion of scientific research achievements, improve the level of digital intelligence, low-carbon and diversification in the oil and gas field, deepen the reform of the system and mechanism in the oil and gas field, continuously improve the efficiency of total factor productivity, and achieve the transformation and upgrading of the oil and gas industry and high-quality development.
