“双碳”背景下长江经济带中下游地区地热资源利用效能提升研究

    Research on the utilization efficiency enhancement of geothermal resource in the middle and lower reaches of the Yangtze River Economic Belt under the background of “dual carbon”

    • 摘要: “双碳”背景下,面临能源贫乏和气候变化的双重压力,大力发展绿色低碳可再生能源、优化能源结构、提高能源利用效能成为碳达峰碳中和的重要途径。风能、太阳能、生物质能及地热能等的开发利用是当前及未来能源绿色低碳发展的重要任务。地热资源作为五大非碳基可再生能源之一,具有储量大、分布广、服务周期长、能源利用效率高和节能减排等优点,大力发展地热产业,对于保障国家能源安全、推动能源结构优化具有重要意义。本文以经济发展水平较高、能源供给不足的长江经济带中下游地区为研究对象,通过对该区域地热资源禀赋和开发利用现状的深入分析,发现其正处于地热资源利用潜力巨大但整体效能较低的困境之中,从政策支持、技术发展、管理协调机制、市场化商业化四个方面剖析存在的问题及原因。立足国家政策、行业发展和地方需求,提出以下建议:拓宽应用场景,探索地热资源综合梯级利用;发挥新质生产力优势,赋能地热产业创新发展;加强政策扶持,加快“地热+多能”互补联动步伐;实现资源、政策、技术等要素互联互通。对“缺煤无油乏气”、一次性能源匮乏的长江经济带中下游地区而言,加快推进地热资源开发利用,不仅能够缓解能源供需矛盾,推动绿色低碳转型,还能够促进经济发展、提升民生福祉、改善环境质量。

       

      Abstract: In the background of the “dual carbon”, facing the dual pressures of energy scarcity and climate change, the large-scale development of green and low-carbon renewable energy, optimizing the energy structure, and improving energy efficiency have become important ways to achieve carbon peaking and carbon neutrality. The exploitation and utilization of wind, solar, biomass, and geothermal energy, among others, are key tasks for green and low-carbon energy development both now and in the future. Geothermal resources, as one of the five major non-carbon-based renewable energy sources, have advantages such as abundant reserves, wide distribution, long service life, high energy efficiency, and significant energy-saving and emission-reduction potential. The vigorous development of the geothermal industry is of great significance for ensuring national energy security and promoting the optimization of the energy structure. This paper takes the middle and lower reaches of the Yangtze River Economic Belt, a region with a high level of economic development but insufficient energy supply, as the research object. Through an in-depth analysis of the geothermal resource endowment and development status in the region, it finds that the region is in a dilemma where the potential for geothermal resource utilization is huge, but its overall efficiency remains low. The paper analyzes the problems and reasons from four aspects: policy support, technological development, management coordination mechanisms, and marketization and commercialization. Based on national policies, industry development, and local needs, the following suggestions are proposed: broaden application scenarios and explore integrated and cascading utilization of geothermal resources; leverage the advantages of new quality productive forces to empower the innovative development of the geothermal industry; strengthen policy support and accelerate the “geothermal + multi-energy” complementary and interactive development; and achieve interconnectivity among resources, policies, and technologies. For the middle and lower reaches of the Yangtze River Economic Belt, which face energy shortages such as a lack of coal, oil, and natural gas, accelerating the development and utilization of geothermal resources will not only help alleviate energy supply and demand conflicts but also promote green and low-carbontransformation, economic development, improve people’s livelihoods, and enhance environmental quality.
