国有矿山企业科研管理工作存在问题与对策探讨

    • 摘要: 随着新一轮科技革命和产业变革的深入发展,科技创新成为大国博弈的主要战场,国有矿山企业是矿产资源开发利用领域的中流砥柱,其科研管理工作还存在一定欠缺和短板。本文解析了科研管理的基本内涵和工作职责,从广义范围阐述其系统性、协同性、主观能动性等显著特点,深入剖析国有矿山企业科研管理工作存在的科研管理部门定位偏差、科研管理人员要求不明确、创新激励机制不完善、人才梯队不健全、管理模式偏传统、科技报告管理待优化等具体问题,针对现有不足提出优化对策建议,为国有矿山企业完善科技创新体系、提升科研管理水平提供参考:① 完善组织管理体系,分设职能层、部门层与研究室层三个管理层级,各层级之间形成协同工作机制,建立完善的管理制度体系,对管理人员提出具体岗位要求;② 加强人才梯队建设,培育一批年龄结构合理的高素质人才队伍,实施战略科学家、领军人才、卓越工程师培养计划,针对不同层次人才制定适宜的培养方案;③ 完善创新激励机制,通过项目绩效、分红激励、股权激励等方式实现经济性激励,同时注意不同激励方式的适用人群;④ 搭建科技信息服务系统,实现科研管理全流程管理与跟踪,做好档案数字化工作,同时做好科技报告管理与再利用。

       

      Abstract: With the in-depth development of the new round of technological revolution and industrial change, scientific and technological innovation has become the main battlefield of the great power game. The state-owned mining enterprises are the mainstay in the field of mineral resources development and utilization, and there are certain deficiencies and shortcomings in their scientific research management. This paper analyzes the basic connotation and responsibilities of scientific research management, explains its systematic, synergistic, subjective initiative and other significant features from a broad scope, and analyzes in-depth the scientific research management of state-owned mining enterprises in the scientific research management of the existence of scientific research management department positioning bias, scientific research management personnel requirements are unclear, the innovation incentive mechanism is imperfect, the talent team building is not sound, the management mode is traditional, scientific and technological report management needs to be optimized, and other specific problems, and puts forward optimization countermeasures for the existing deficiencies. Optimization countermeasures are proposed for the existing deficiencies, which provide reference for state-owned mining enterprises to improve the scientific and technological innovation system and enhance the level of scientific and technological research management: ① improve the organizational management system, set up three management levels, namely, functional level, departmental level and research office level, form a synergistic working mechanism between each level, establish a perfect management system, and put forward specific job requirements for managers. ② Strengthen the construction of talent team building, cultivate a group of high-quality talents with reasonable age structure, implement the training program for strategic scientists, leading talents and outstanding engineers, and formulate appropriate training programs for talents at different levels. ③ Improve the innovation incentive mechanism, through the project performance, dividend incentives, equity incentives and other ways to achieve economic incentives, at the same time pay attention to the different incentives applicable to the crowd. ④ Build a scientific and technological information service system, to achieve the whole process of scientific research management and tracking, do a good job of digitization of the archives, and at the same time, do a good job of scientific and technological report management and reuse.
