Abstract:
The phenomena of mining beyond boundaries often occur, which on the one hand infringes on the country’s mineral resources, and on the other hand infringes on the rights and interests of legitimate mining rights holders in the surrounding areas. This behavior not only disrupts the order of mineral resource development, but also creates significant safety hazards and resource disputes. However, due to the strong concealment of their behavior, it is difficult to detect it during regular on-site inspections and verifications, making it a key and difficult point in current policy management. At the same time, there are many reasons for mining beyond boundaries, including but not limited to policy, administrative management, and technical aspects, as well as subjective inaction by mining enterprises; Therefore, it is particularly necessary to study the industries involved in mining beyond boundaries and the numerous phenomena that arise from it. The paper firstly starts from the basic connotation of mining beyond boundaries, focusing on analyzing the existing preventive measures and inspection and verification techniques for mining beyond boundaries, analyzing the reasons for the formation of mining beyond boundaries, and finally proposing corresponding measures from the policy formulation level, government implementation level, and technical support level. By studying mining beyond boundaries, it can provide new ideas and reference methods for policy-making and technological development and application in our country.
