基于时空管理模型的矿产勘查开发空间保障路径探讨

    Discussion on spatial guarantee path for mineral exploration and development based on the spatial-temporal management model

    • 摘要: 在国土空间三维立体规划的框架下,开展矿产资源勘查开发的空间保障研究,对增强国家能源矿产资源安全保障能力具有重要的现实意义。针对矿产资源赋存状态的特殊性,采用政策梳理、文献研读和系统分析的研究方法,分析了矿产资源勘查开发对规划管理平面空间穿透的必然性,图示了包括地下资源层、地表基质层、规划分区层和分区管控层的空间关系,并在系统梳理涉及矿产资源勘查开发空间布局衔接现有制度安排的基础上,指出推动矿产资源勘查开发空间立体复合利用仍需进一步解决的难点,包括如何权衡多个战略目标的优先序;如何解决矿产资源规划与国土空间规划的衔接难题;如何同步解决矿产资源勘查开采涉及的复杂权属问题和补偿问题;如何解决分层划设、确权登记等国土空间立体复合开发的一些共性问题等。针对这些问题,从不同战略目标的优先级统筹、矿产资源勘查开发空间的全生命周期管理、盘活存量保障增量的角度,提出矿产资源勘查开发空间落位的时空解决路径,通过以终为始、有进有出、利益共享、存储有度、加强管护、多元变现六个环节,构建国土空间时空管理模型,实现对矿产开发和其他资源利用的全生命周期管理,为保障矿产资源勘查开发空间提供对策建议。

       

      Abstract: Under the framework of three-dimensional territorial spatial planning, conducting spatial guarantee research for mineral resource exploration and development holds significant practical value in enhancing national energy and mineral resource security. Addressing the unique characteristics of mineral resource distribution, this study employs policy analysis, literature review, and systematic analysis to analyze the necessity of vertical spatial integration in planning management, and illustrate spatial relationships among underground resource stratum, surface substrate layer, planning zoning layer, and regulatory control layer. Based on a systematic review of existing institutional arrangements related to spatial layout coordination of mineral resource exploration and development, it identifies key challenges that still need to be addressed to advance the three-dimensional integrated utilization of mineral resource exploration and development spaces. These challenges include how to prioritize the multiple strategic objectives; how to resolve coordination challenges between mineral resource planning and territorial spatial planning; how to resolve the complex issues of ownership and compensation related to mineral resource exploration; how to solve common issues in the three-dimensional composite utilization of territorial space, such as stratified spatial delineation and property rights registration, and so on. To address these challenges, this study proposes a spatial-temporal solution pathway for mineral resource exploration and development spatial allocation from three perspectives: priority coordination of strategic objectives, full life-cycle management of resource spaces, and revitalizing existing reserves to ensure incremental growth. By integrating six operational mechanisms: ends-driven planning, dynamic entry-exit mechanism, shared benefit mechanisms, moderate storage management, enhanced regulatory oversight, and diversified monetization strategies, a territorial spatial-temporal management model is constructed. This model achieves full life-cycle management of mineral development and other resource utilization, offering actionable recommendations to safeguard exploration and development spaces.
