煤矿安全履责利益相关者特征分析与聚类研究

    Characteristics analysis and clustering study of coal mine safety responsibility-fulfilling stakeholders

    • 摘要: 在我国大力推行全员安全生产责任制的背景下,为揭示煤矿各级各类人员的安全履责特征及角色定位,推动对安全履责群体的精细化管理,提升全员安全生产责任落实效能,本文以利益相关者理论为基础,融合灰色聚类法和层次分析法搭建了煤矿安全履责利益相关者聚类模型,探析煤矿安全履责利益相关者的特征、分类及优先序。研究结果表明:煤矿企业不同层级和部门的人员在权力干预性、经济依赖性、社会利益性、需求紧急性、风险承担性等不同特征指标下,其重要程度不同;矿长、安全副矿长、安监部门领导三大群体的综合聚类为极端重要类型(e*=Ⅰ),最大综合向量权分别为0.753 1、0.756 5和0.493 7,综合聚类评估值分别为8.498 8、8.513 0和7.955 6;矿长及主管安全的煤矿领导和职能科室领导为煤矿安全履责的核心利益相关者,非主管安全的煤矿领导、主管安全的职能科室员工和各生产区队领导为煤矿安全履责的主要利益相关者,其他安全履责利益相关群体为一般利益相关者。因此,煤矿领导层级越高、业务范围与安全越紧密的群体,其安全履责过程中权力干预性、经济依赖性等特征指标及综合重要程度越高。建议煤矿在落实和考核全员安全生产责任制过程中,应注重权衡各员工群体的利益诉求,并依托不同群体的角色优势,推动全员安全履责的差序、分类、动态管理策略。

       

      Abstract: Against the backdrop of vigorously promoting the full-staff safety production responsibility system in China, in order to reveal the safety responsibility-fulfilling characteristics and role positioning of personnel at all levels and types in coal mines, promote refined management of safety responsibility groups, and enhance the effectiveness of implementing full-staff safety production responsibilities, this study is based on stakeholder theory and integrates grey clustering method and analytic hierarchy process to build a clustering model for coal mine safety responsibility-fulfilling stakeholders, exploring the characteristics, classification, and priority order of stakeholders in coal mine safety performance. The research results indicate that personnel at different levels and departments of coal mining enterprises have varying degrees of importance under different characteristic indicators such as power intervention, economic dependence, social interest, urgent demand, and risk-taking; the comprehensive clustering of the three major groups of mine manager, deputy safety mine manager, and safety supervision department leaders is extremely important type (e*=Ⅰ), with maximum comprehensive vector weights of 0.753 1, 0.756 5, and 0.493 7, and comprehensive clustering evaluation values of 8.498 8, 8.513 0, and 7.955 6, respectively; the mine manager, coal mine leaders in charge of safety, and functional department leaders are the core stakeholders responsible for coal mine safety. Non-safety coal mine leaders, functional department employees in charge of safety, and leaders of production teams are the main stakeholders responsible for coal mine safety, and other safety responsibility stakeholders are general stakeholders. Therefore, the higher the leadership level of coal mines and the closer the business scope and safety of the group, the higher the characteristic indicators and comprehensive importance of power intervention and economic dependence in the process of safety responsibility-fulfilling. It is suggested that in the process of implementing and assessing the full-staff safety production responsibility system, coal mines should pay attention to balancing the interests and demands of various employee groups, and rely on the role advantages of different groups to promote a differentiated, classified, and dynamic management strategy for full-staff safety responsibility-fulfilling.
