美丽中国中脊带铝土矿产资源合理利用与生态保护协同评价研究

    Cooperative evaluation of bauxite resource rational utilization and ecological protection in Mid-Spine Belt of Beautiful China

    • 摘要: 全球铝土矿产资源集中于几内亚、澳大利亚等国,而中国资源有限且品位不高,导致对外依赖度不断上升。中脊带地区是中国重要的铝土矿产资源富集区,铝土矿产资源开发利用可缓解资源供需失衡,但生态保护与技术瓶颈存在较大制约,如何协同资源合理利用与生态保护的关系,是确保铝土矿产资源安全和美丽中国建设的重要难题。本研究通过熵权TOPSIS模型对中脊带地区矿产资源开发利用、社会经济发展及生态环境保护三个维度进行定量分析,并运用耦合协调度模型对涉及的32个地级市的协调发展水平进行评估。结果表明,中脊带地区在矿产资源开发利用和社会经济发展方面表现出明显的空间差异,不同城市的耦合协调度存在较大差异。其中,铝土矿产资源丰富的城市在矿产资源开发利用和社会经济发展上取得了一定进展,但生态环境保护方面仍有待提升。大多数城市在矿产资源开发利用、社会经济发展与生态环境保护之间的协调性尚需进一步提升。根据耦合协调度分析,经济-环境滞后型城市的耦合协调度处于中等水平,但矿产资源开发利用和生态环境保护之间的矛盾突出;矿产-环境滞后型城市在社会经济发展上表现较好,但需进一步优化绿色开采技术;经济-矿产滞后型城市在生态环境保护方面表现较好,但面临矿产资源开发利用和社会经济发展双重滞后的问题。政策建议包括加强地质勘探、推动绿色技术开发、优化产业链布局、完善生态保护机制,以期为中脊带地区的铝土矿产资源开发和区域可持续发展提供科学依据。

       

      Abstract: Global bauxite resources are concentrated in Guinea, Australia and other countries, while China has limited resources and low grade, which results in an increasing reliance on external supplies. The Mid-Spine Belt region is an important bauxite-rich area in China. Bauxite development can help alleviate the imbalance of resource supply and demand, but it faces great constraints on ecological protection and technical bottlenecks. How to coordinate the relationship between rational use of resources and ecological protection is an important problem to ensure the safety of bauxite resources and the construction of Beautiful China. In this study, the entropy-weighted TOPSIS method is used to quantitatively analyze the three dimensions: mineral resources exploitation and utilization, social economic development, and ecological environmental protection in the Mid-Spine Belt region. The Coupling Coordination Degree model is then used to evaluate the coordinated development level of 32 prefecture-level cities involved. The results show that there are obvious spatial differences in mineral resource exploitation and utilization and social economic development in the Mid-Spine Belt region, and the coupling coordination degree varies across cities. Among them, cities rich in bauxite resources have made certain progress in mineral resource exploitation and utilization and social economic development, but ecological environmental protection still needs to be improved. In most cities, the coordination between mineral resource exploitation and utilization, social economic development and ecological environmental protection needs strengthening. According to the analysis of coupling coordination degree, the economic-environmental lagging cities generally show a moderate coupling coordination degree, with a prominent contradiction between mineral resource exploitation and utilization and ecological environmental protection. Mineral-environmental lagging cities perform better in social economic development, but need to further optimize green mining technology. The cities of economic-mineral lagging perform well in ecological environmental protection, but face the challenge of dual lag in mineral resource exploitation and utilization and social economic development. Policy recommendations include strengthening geological exploration, promoting green technology development, optimizing industrial chain layout, and improving ecological protection mechanisms to provide a scientific basis for bauxite development and regional sustainable development in the Mid-Spine Belt region.
