地区能源结构转型中的绿色低碳技术创新驱动机制研究

    Research on driving mechanisms of green and low-carbon technological innovation in regional energy structure transformation

    • 摘要: 绿色低碳技术创新是驱动地区能源结构转型的重要途径,但哪类绿色低碳技术创新可以/如何显著驱动地区能源结构转型还亟待研究。本文利用2006—2022年30个省份的面板数据,运用“年份-省份”双固定效应模型研究五类绿色低碳技术创新(化石能源降碳技术创新、节能和能量回收利用技术创新、清洁能源技术创新、储能技术创新、温室气体减排技术创新)对地区能源结构转型的影响。研究结果表明:五类绿色低碳技术创新均能正向影响地区能源结构转型,但影响程度各异;五类绿色低碳技术创新对东部地区的能源结构转型影响不明显,对中部地区、西部地区的能源结构转型有显著的促进作用;提升能源利用效率及降低碳排放强度是五类绿色低碳技术创新影响地区能源结构转型的关键渠道;命令控制型环境规制正向调节了化石能源降碳技术创新、储能技术创新对地区能源结构转型的促进作用;市场激励型环境规制能够正向调节节能和能量回收利用技术创新、清洁能源技术创新、储能技术创新对地区能源结构转型的促进作用,对化石能源降碳技术和温室气体减排技术对地区能源结构转型的调节作用不明显。研究成果可以为不同省份了解各自的绿色低碳技术创新及能源结构转型情况提供依据,可以为各省制定差异化能源结构转型方案提供参考。

       

      Abstract: Green and low-carbon technological innovation is an important pathway for driving regional energy structure transformation. However, which types of green and low-carbon technological innovations can significantly drive regional energy structure transformation and how they exert this influence remain to be thoroughly explored. This study employs a “year-province” two-way fixed effects model to analyze the impact of five types of green and low-carbon technological innovations—namely, fossil fuel decarbonization technology innovation, energy-saving and energy recovery technology innovation, clean energy technology innovation, energy storage technology innovation, and greenhouse gas reduction technology innovation—on regional energy structure transformation using panel data from 30 provinces in China from 2006 to 2022. The research findings reveal that all five types of green and low-carbon technological innovations positively affect regional energy structure transformation, though the degree of influence varies. Specifically, the impact of these innovations on energy structure transformation is not significant in eastern regions but is significantly positive in central and western regions. Enhancing energy utilization efficiency and reducing carbon emission intensity are identified as the key mechanisms through which these five types of green and low-carbon technological innovations drive regional energy structure transformation. Furthermore, command-and-control environmental regulations positively moderate the effect of fossil fuel decarbonization and energy storage technology innovations on regional energy structure transformation. Market-based environmental regulations positively moderate the effects of energy-saving and energy recovery technology innovation, clean energy technology innovation, and energy storage technology innovation on regional energy structure transformation, but show no significant moderating effect on fossil fuel decarbonization and greenhouse gas reduction technology innovation. The research findings provide a basis for understanding the current status of green and low-carbon technological innovation and energy structure transformation in different provinces. They also offer valuable insights for developing region-specific energy structure transformation strategies.
