安全教育培训托管服务模式在非煤矿山的应用研究

    • 摘要: 非煤矿山安全教育培训面临工学矛盾突出、培训方式单一、教学资源缺乏体系化、培训针对性不强及记录不规范等问题,导致培训质量和效果不佳。为解决这些问题,提出构建“专业机构+职业团队+信息平台+专属工具”四维耦合的安全教育培训托管服务模式。该模式通过专业教研、专业资源、专业平台和专业管理的稳定输出,提升培训的针对性、时效性和系统性。采用柯氏四级评估模型进行效果评估,结果表明,该模式有效提升了企业决策层、管理层和操作层的安全素质,降低了违章率和工伤事故率,优化了企业安全管理体系,推动了学习型组织的形成。该模式为非煤矿山提供了高效、可持续的培训解决方案,具有广泛的推广意义。

       

      Abstract: Safety education and training in non-coal mines face challenges such as prominent conflicts between work and learning, monotonous training methods, lack of systematic teaching resources, insufficient training relevance, and non-standardized record-keeping, which collectively undermine training quality and effectiveness. To address these issues, a four-dimensional coupled safety education and training hosted service model integrating “professional institutions, expert teams, information platforms, and dedicated tools” is proposed. This model enhances the relevance, timeliness, and systematic nature of training programs through stable outputs in professional curriculum development, resource integration, platform utilization, and management standardization. Evaluated using Kirkpatrick’s four-level evaluation model, the results demonstrate that the model significantly improves safety competencies among decision-makers, managers, and operational staff, reduces violation and occupational injury rates, optimizes enterprise safety management systems, and fosters the development of learning-oriented organizations. The model provides an efficient and sustainable training solution for non-coal mines, demonstrating broad applicability and promotional value.
