基于国家能源资源安全与地勘行业转型发展双重视角的矿业行业协同发展路径研究

    Research on collaborative development pathways for the mining industry from the dual perspectives of national energy and resource security and transformational development of the geological exploration industry

    • 摘要: 矿业作为国家基础产业,其发展质效直接关系到能源资源安全保障能力与经济社会可持续发展。当前,我国矿业发展面临技术创新断层、资本循环梗阻、产业生态失衡等系统性问题,关键矿产对外依存度高,地勘行业转型困难。本文从国家能源资源安全与地勘行业转型发展双重视角出发,系统分析了矿业发展中存在的认知偏差及其影响。研究发现,社会对矿业属性的认知存在偏差,将其简单等同于传统采矿,忽视了矿业全产业链的技术创新、要素投入、风险特征与价值分配逻辑,进而引发了技术研发投入不足、社会资本参与度低、地勘单位转型困难等深层矛盾。基于此,本文提出了国家战略、产业生态、地勘单位三维协同的解决路径:在国家战略层面,构建制度型资源安全保障体系,包括建立矿产资源全生命周期治理制度、重塑技术创新举国体制新优势、构建资源安全与产业韧性双轮驱动机制;在产业生态层面,打造协同共生的市场化新生态,通过构建全产业链风险共担机制、培育专业化勘查市场主体、建立价值共享的产业链利益联结来实现;在地勘单位层面,推动其实现能力再造与发展模式转型,从技术执行者向创新策源者、从单一勘查者向综合服务商、从政策依赖型向市场适应型转变。研究结果可为保障国家能源资源安全与矿业行业高质量发展提供一定的理论支撑与实践支撑。

       

      Abstract: The mining industry, as a fundamental sector of the nation, is intricately linked to the security of energy and resources, as well as the sustainable development of the economy and society. Currently, China's mining industry is confronted with systemic issues, such as disruptions in technological innovation, blockages in capital circulation, and imbalances in the industrial ecosystem, while the high degree of external dependence on key minerals and the arduous transformation of the geological exploration industry further exacerbate these challenges. This study systematically examines the cognitive discrepancies and their implications within the mining industry from the dual perspectives of national energy and resource security and the transformational development of the geological exploration industry, revealing that societal misperceptions overly simplify it as traditional mining, overlooking the technological innovation, factor input, risk characteristics, and value distribution logic across the whole industry chain, resulting in deep-seated contradictions including inadequate investment in technological research and development, low participation of private capital, and difficulties in the transformation of geological exploration entities. To address these issues, a three-dimensional collaborative pathway is proposed covering national strategies, industrial ecosystems, and geological exploration units: at the national strategic level, an institutional system for resource security is established, including the development of a full life-cycle governance mechanism for mineral resources, the enhancement of the national technological innovation system, and the creation of a dual-drive mechanism for resource security and industrial resilience; in terms of the industrial ecosystem, a market-oriented symbiotic environment is fostered through the implementation of an industry-wide risk-sharing mechanism, the cultivation of professional exploration market players, and the establishment of value-sharing mechanisms within the industry chain; for geological exploration units, capacity reconstruction and development model transformation are promoted to shift from being mere technical executors to innovation initiators, from single-service providers to comprehensive service providers, and from policy-dependent entities to market-adaptive organizations. Findings of this research offer both theoretical and practical support for safeguarding national energy and resource security and facilitating the high-quality development of the mining industry.
