Abstract: With the progress and development of China’s economy and society, there is an increasing demand for mineral resources, especially strategic mineral resources. How to ensure the supply of mineral resources in China and promote high-quality development of the mining industry is an urgent issue that needs to be addressed. In recent years, the implementation of a new round of strategic action for mineral exploration breakthroughs has focused on increasing reserves and production of energy minerals, bulk minerals, and strategic emerging minerals, enhancing domestic production and supply guarantee capacity of energy resources. As an important means of mineral resource supply, the comprehensive utilization of mineral resources has received increasing attention. Firstly, defines the connotation of comprehensive utilization of mineral resources. Secondly, the great progress made in the field of comprehensive utilization of mineral resources in China is briefly evaluated from the aspects of comprehensive utilization technology of mineral resources, evaluation of comprehensive utilization level of mineral resources, and intelligent development of comprehensive utilization evaluation of mineral resources. Thirdly, the problems in the current evaluation of comprehensive utilization of mineral resources are discussed, such as inadequate evaluation of the level of comprehensive utilization of mineral resources, unclear evaluation indicators, evaluation procedures, and policy implementation entities for current preferential policies, high technical requirements for recognizing rewards for comprehensive utilization of mineral resources. Based on this, the rationality and important role of strengthening the evaluation of comprehensive utilization of mineral resources are discussed. Finally, measures and suggestions are proposed to build a systematic mineral comprehensive utilization evaluation platform, strengthen research on mining big data human-machine intelligence, establish a phased and multi-dimensional mineral resource comprehensive utilization evaluation technology system, and study the boundaries of mineral resource utilization and protection.
